Is Lafourche Parish off the Hook?

FACTS:

It is alleged that there is an E-Mail message from a FEMA representative to Lafourche Parish government personnel, concerning a request from FEMA to pay $5.3 million worth of flood control devices allegedly used by the parish administration for post Rita protection.

OPINIONS:

It is alleged that a statement by a FEMA representative indicate that FEMA may be questioning the charges for the alleged inflatable tubes.  It is rumored that people in the parish administration received a message with information on a similar, but superior flood protection device for one tenth of the cost of the alleged utilized devices.
Keeping in mind, the Lafourche Parish Council and FEMA are both supported by tax payers, who is looking out for the tax payers?
1. Were the flood devices necessary?
2. If it really was an emergency, why were parish personnel conducting regular maintenance activities in sub divisions, rather than emergency operations on the levees?
3. Were the flood devices really used?
4. Why is Lafourche Parish being charged 10 times more for an alleged inferior product?
5. Why is Charlotte Randolph publicly stating that FEMA will pay 100%?
6. Is there anyone with FEMA who has the capacity to investigate alleged bogus request?
7. Is there anyone who is investigating alleged public corruption in Lafourche Parish?
