Lafourche Parish Media Love Fest

FACTS:

Remembering the political past in Lafourche Parish, especially KLRZ radio “Talk on the Bayou” from about 1998 to 2004.  In the name of public awareness, talk show host like Jeff Boggs, Jerry “Truck” Gisclair and Brennan Matherne appeared to side with the Lafourche Parish council administration and attack the positive actions of a few individual council members.  It is now understood that the above mentioned trio is alleged to have been disdainful, on a quest for domination, trying to appease the affluent and doltish.
Some of the hosts went as far as to publicly demand the Lafourche Parish District Attorney, Walter “Butch” Naquin to prosecute the majority of the Lafourche Parish Council for simply following the Lafourche Parish Home Rule Charter.  According to opinions by the Lafourche Parish District Attorney, Camile “Cam” Morvant, the present day council and administration are allegedly violating the Lafourche Parish Home Rule Charter.  Why does there appear to be a hush hush on Talk on the Bayou?  What ever happened to Public Awareness?

OPINIONS:

I do not believe that people were glued to “Talk on the Bayou”, yesterday.  I did not hear the program, but I was told that the topic was apparently about Capt. Kirk and Joey D’s youthful experiences.  I understand now, why  some of the usual listeners were out cutting  grass.  Without hearing the program, I would wager to say that Gene, Ralph, Roach and Reed probably called in.  They are dependable and reliable callers.
It is difficult to collect enough news paper to eat boiled seafood these days.  There was plenty news papers available in the previous council administration.  Perhaps the news papers no longer see a need for public awareness.

I remember Truck Gisclair saying, wake up people…………wake up people.  Truck was allegedly involved in receiving public money from parish president Breaux, without an ordinance approved by the Council.  The issue was brought to light when Judge Leblanc ruled that the expenditure of public funds required an ordinance (public records).  It is alleged that Truck became upset with the council.   It appears that Mr. Gisclair is now going overboard in an effort to protect this parish president.  Why?

Lafourche Parish Tax Dollars

FACTS:

We have a government by the people for the people.  Our citizens pay taxes in order to support the government.  What compels some of our local elected officials to spend our hard earned tax dollars on unnecessary expenditures?

OPINIONS:

By the end of 2006, Lafourche Parish will be one of the highest taxed parish in Louisiana, if not the highest.  Why?
1. Does Lafourche parish have the best looking public buildings in Louisiana?
2. Why was the Lafourche Parish jail cited by the State Board of Health?
3. Who is responsible for maintenance of the jail?  Is it someone on the tax payers payroll?
4. Why is the Sheriff using tax payers money for advertising?
5. Why does the hospitals advertise?
6. Why does the DA advertise?
7. It is easy to pat your self on the back using tax payers money, but why should a public entity advertise?
8. Our tax dollars are going to salaries, retirement, health benefits, advertisement( Randolph Publication?  owned by George and Charlotte Randolph?), law suits settlements rather than going to court.  Who are benefiting on our tax dollars?  Are they doing their jobs?

Lafourche Parish is collecting mega-taxes.  Where is the master plan for expending these taxes in the future?  Lafourche Parish is fortunate in having a local radio station.  Appearing on the radio as guest are parish councilmen, parish president, sheriff and Lafourche Parish District Attorney.  Do they present a master plan for the future of Lafourche?  Do they give excuses for not being able to do something?  All of these individuals campaigned for their elected positions, they had all the answers, now that it is time to deliver, they make excuses.  The people of Lafourche pay taxes.  The people have a choice on how much taxes will be paid and who will be elected to spend their tax dollars.

Keep in touch, pay your taxes, elect qualified people and re-elect people who are doing their jobs, not the ones who say they are doing their jobs.  Do not listen to a politician’s words, observe their actions, no matter who they are related too, connected too, went to school with or work for.  Pay particular close attention to those who man say, we may not always agree but we will always be friends.

Lafourche Parish, Truth or Consequences?

FACTS:

The dubious reaction of the Lafourche Parish Council administration at the last Council Meeting, when questioned about the $5.3 million of flood control devices, relate to a historical quote. (see opinions below) 
The intellectual reaction of Dr. Lassigne appeared to be, “what, the rest of you (7 council members) just don’t care?”  The DA was in attendance, sitting like a potted plant he said very little, perhaps he was listening.  Maybe the DA will get out of what appears to be a defense mode and enter a prosecutor mode.  Maybe the DA feels he is off the hook, now that he has issued an opinion on the flood control devices.

OPINIONS:

An historical quote, by Adolph Hitler:  “A great mass of people (Lafourche Parish Citizens?) will more easily fall victim to a big lie (Lafourche Parish Council Administration?) than a small one (” if brought to my attention I will not put my head in the sand”, the DA?).”

It is easy to loose confidence in the whole political system. The system appears to be, me me me, me being the elected officials.  A quote by Jay Leno,  inspired me to keep searching for the truth.  “With hurricanes, tornadoes, fires out of control, mud slides, flooding, severe thunder storms, tearing up the country from one end to another, and with the threat of bird flu and terrorist attacks, are we sure this is a good time to take God out of the Pledge of Allegiance?”

Be Proud Lafourche Parish, We Live in a Nation of Laws

FACTS:

Some oil field waste are classified as hazardous waste in many states.  In order to dispose of their hazardous waste, many companies located in other states hire special permitted haulers to transport their waste to Louisiana.  Because of our brilliant State Legislators, once the waste enters Louisiana, it becomes non-hazardous waste.  Most of this waste is disposed of in Lafourche Parish (Cambel wells allegedly).  The citizens of other states are protected by laws, which are enforced.  The citizens of other parishes are protected by laws, which are enforced. 

OPINIONS:

In my opinion, the Lafourche Parish Sheriff, District Attorney and District Judges are all officers of the court.  It is also my opinion, that when an officer of the court observes probable cause of a violation of local, state, or federal law, should react to the situation within the authority granted to them by the people.  It has the appearance that the DA, Sheriff, and one or two judges are training to become “Defense Attorneys”.

If Charlotte Randolph would be President of another Parish and her husband George would wreck in a parish vehicle, it is my sincere opinion that George would have been charged with unauthorized use of a movable.  It is also my opinion that the courts would have George, not the tax payers, pay for all damages.  In Lafourche Parish, there are seven Council members who decided that the tax payers must pick up the tab for George and Charlotte.  Some how, I can sort of understand the actions of the seven council members, it is obvious that they do not know better.  It is frustrating when a person (CAM MORVANT) that the people of Lafourche entrusted with a responsibility, is allegedly shirking his responsibility and slapping the public in the face by defending this administration and some council members.

In my opinion, if any of the following would have happened in any parish but Lafourche, the people involved would have been dismissed immediately without pay and prosecuted:
1. Charlotte’s use of parish credit cards for personal or family use?
2. Charlotte allowing George to use a parish vehicle?
3. Charlotte’s unauthorized expenditure of $5.3 million and alleged cover-up of the entire incident?  Remember Nixon?
4. Ray doing work on private property, with public equipment,
 without an approved ROW?
5. Ray using public equipment for personal reasons?
6. Ray part of the $5.3 million alleged cover up?
7. Phillip Gouaux part of the $5.3 million alleged cover up?
8. Brent Callais part of the $5.3 million alleged cover up?
9. Cullen Curole part of the $5.3 million alleged cover up?

It is alleged that Mr. R and Mr. J, from the northern region of the parish are trying to convince the Sheriff and DA to do their jobs, as sheriff and District Attorney.  It is also alleged that Mr. G and Mr. A, from the southern region of the parish would rather have the sheriff and DA act as defense attorneys for the above group, rather than do their jobs as sheriff and District Attorney for the citizens of Lafourche Parish.  It appears to be a tight rope act.  Besides the citizens of Lafourche Parish, who will lose?  It appears that Lafourche Parish is a parish of laws when the law is convenient for the connected.

Lafourche Parish Mushrooms

FACTS:

The segment on the inflatable tubes at last Tuesday’s Lafourche Parish Council meeting was hilarious.  There were legitimate questions asked, but the answers depicted a dance recital.  The administration danced around every question.  The most hilarious comment was from Floyd the barber(Phillip Gouaux).  Floyd stated that he was on the levee.  He was tired. He can assure the Council that the activity really took place.  We believe you Floyd; Aren’t you one of the two councilmen who aided the administration in keeping this activity a secret?

OPINIONS:

In my opinion, this administration along with Phillip Gouaux and Brent Callais treats the rest of the Governing Authority like they are mushrooms.  The Governing Authority is kept in the dark and fed BULL S_ _T.

Keep in touch as we shed a little light on the situation.  Help us keep the light shinning, so the space cadets on “PLUTO” can find their way home.

Hey Lafourche Parish, “PLUTO” is no Longer a Planet!

FACTS:

The people of Lafourche Parish are wondering where the Sheriff, DA, and one or two judges are.  There are more than enough alleged corruption among Public officials and employees to keep these guys busy for a long time.  Now that Pluto is no longer a planet, they may return to Earth and do their job.  Its easy, just observe other parishes, they are doing their jobs.  When they return from Pluto, all they have to do is visit Carl’s blog, he has done much of the research for them.  They are dealing with public corruption in other parishes, when will Lafourche officials follow through?

OPINIONS:

WOOOOOOOOOOOOOOOOOOOOOOH!! WOOOOOOOOOOOOOOOOOOOOOOOH!! WOOOOOOOOOOOOOOOOOOH!!!!

Wait just one minute, HERE!!!!!

There once was a small dynasty, in the middle of a jungle, in a third world country.  The elite class (EC) controlled the government.  EC made a law enforcement figure with a pigeon, and a prosecutor figure with a Bull Dog.  EC ran into a problem when a Peacock decided to run for the jungle government.  The Peacock lacked intelligence, common sense, creditability and trustworthiness.  How on earth, could they get him elected?  They came up with a campaign hoax and many of the animals of the jungle fell for it, they were fooled because it is now alleged that the pigeon and bull Dog were part of the hoax.  Could this be the reason that the Pigeon and the Bulldog are not doing their jobs?

WOOOOOOOOOOOOOOOOOOOOOH!!  WOOOOOOOOOOOOOOOOOOOOOOOH!!  WOOOOOOOOOOOOOOOOOOH!!!!

We in Lafourche Parish must keep the faith.  Soon, one or two judges, a sheriff, and a DA will realize that Pluto is no longer a planet.  they will visit Lafourche Parish and properly serve the Public.

No More Excuses, Take Responsibility.

FACTS:

Lafourche Parish President Charlotte Randolph and DPW Director Ray Cheramie, in an effort to cover up their incompetence, took to the air waves.  The moronic duo were guest on KLRZ “Talk on the Bayou”, hosted by Captain Kirk.  As customary with the moronic duo, they danced around the real issues, made excuses for their failures and blamed others.  The Randolph administration was left with more revenues than any other administration in the history of Lafourche Parish.  All they had to do, especially in the drought we have experienced in the last 2 1/2 years was simple maintenance and live up to her campaign promises.  Ms. Randolph did not cut back on taxes, did not come up with the famous “Truck” MASTER PLAN, no economic development strategy, no state mandated priority list, etc.  Ms. Randolph cost this parish more money than any previous administration with less production.  I will not repeat what Ray Cheramie and Ms. Randolph said on the radio, because people from outside the area would not believe the idiocy.  One thing, Ms. Randolph did state that the previous administrations, lacked foresight.  Read the entry in Carl’s paper, with all the money Ms. Randolph was left with, mostly generated from South Lafourche, the people no longer have a court room in South Lafourche.  The previous administrations left Ms. Randolph with a cake walk, “SHE” blew it.

OPINIONS:

In my opinion, we should view the parish as if it is a moderate house. The previous administrations constructed this house and built up a sizable bank account.  The people awarded the house and bank account to Parish President Randolph.  All Ms. Randolph had to do was use the bank account to maintain the house, sweep the floor and wash the windows once in a while.  In less than three years, the house is beginning to crumble and the bank account is no more.

Stay in touch, we will observe their actions rather than listen to their words.  Do you think this administration will ever accept responsibility?  We are tired of the same old excuses.  Juvenile minds, BLAME others.

Dynasty in Lafourche Parish?

FACTS:

The form of government we enjoy today in the United States of America was formed in such a manner as to prevent the one person (King or Queen) or family rulers (Dynasty prevention).

OPINION:

In my opinion, the Lafourche Parish region is practicing Dynasty prevention.  We shall soon see if this intellectual practice continue.

The late former State Senator, Leonard Chabert was still in office when his son Marty ran for State Representative.  Marty was highly qualified, but lost.  Dynasty Prevention?

A long-time former US Congressman, Billy Tauzin, stepped down and afforded his son an opportunity to fill his seat.  His son lost.  Dynasty Prevention?

Past Lafourche Parish President, Gerald “Buzz” Breaux, afforded his son the opportunity to run for his vacated Council seat.  His son lost.  Dynasty Prevention?

Lafourche Parish Council member, Brent Callais, who is rumored to be running for State Representative next year, is allegedly campaigning for his father, who is a candidate for the Greater Lafourche Port Commission.  Will the Dynasty Prevention practice continue with the intellectual voters of the South Lafourche area?

For the Safety and Well-being of the Entire Lafourche Parish Population!!!

FACTS:

It is my understanding that the Lafourche Parish Council may reconsider an item on the acceptance of the FEMA elevation advisory maps at tonight’s meeting.
It is my understanding that the Lafourche Parish Council approved a permit for the disposal of Barite and virgin cement in Lafourche Parish.  They (Lafourche Parish Council) passed a resolution requesting companies to dispose of their Barite and virgin cement in a permitted site within Lafourche Parish.
It is my understanding that the Lafourche Parish Council passed an ordinance whereby they authorized the use of 4-WAY stop signs to control speeding.

OPINIONS:

It is my opinion, that this Lafourche Parish Council has going out of their way to cater to special interest groups, even if it meant violating laws and going against the safety and well-being of the population of the entire parish.

EXAMPLE:
When the Council voted against the acceptance of the FEMA maps, they may have helped a few developers (special interest) at the probable loss of millions of dollars for the entire parish.  In my opinion, the council may want to reconsider and accept the FEMA maps for the entire Parish.

EXAMPLE:
It is understood that NO ONE or NO BODY should be able to allow, permit, or other wise give permission to anyone to violate a law which have been properly legislated.  In my opinion, the Parish administration, council, sheriff, and legal adviser may want to examine the Lafourche Parish Code of Ordinances.  If an individual would read on pages 6 and 12 of chapter 9 in the code of ordinances, he/she will find that it is “illegal” to dispose of any type of refuge in wet lands in Lafourche Parish.  One might assume that the dumping of discarded barite and virgin cement (refuge) into the WATER next to Louisiana Highway One in Dogris, Lafourche Parish, Louisiana may be illegal and subject to fines and/or imprisonment.  The USEPA, state DEQ, USCOE, nobody can give permission to violate Lafourche Parish Ordinances.

EXAMPLE:
It is alleged that Phillip Gouaux asked the sheriff office to investigate the legalities on placement of 4-WAY stop signs to control speeding.  Here is another example, where the council cater to special interest and chance that the entire parish will loose funding. 
 Lafourche Parish Code of Ordinances, Section 17:22, was adopted pursuant to the authority granted by R.S. 32:41 and 32:42.  All such traffic control devices hereafter erected shall conform to the department’s manual or specifications.  If any such device hereafter erected by a political subdivision of this state fails to conform to the manual or specifications, payment of any funds allocated to said political subdivision of this state shall be withheld by the department of highways until such time as the standards established by the department are complied with. (L.R.S.32:235B)

It is evident that this council is above all laws. It may be due to lack of enforcement or lack of a will to prosecute.
I will close with the infamous words of Charlotte Randolph as she campaigned for Parish President, “all you have to do is follow the rules”.

Will an investigation lead to attempted fraud of the Federal Government?

FACTS:

We have many unanswered questions.  I am referring to an article entitled, D.A.:Levee expense needed council OK, written by Emilie Bahr, in the Friday, August 18, 2006 edition of the Daily Comet.

OPINION:

According to the above mentioned article, in an opinion by Lafourche parish DA Cam Morvant, Parish President Charlotte Randolph should have sought Parish Council approval for the use of $5.3 million of inflatable flood control devices.  Morvant stated that he would wait for council direction before proceeding with further research into the matter.
QUESTIONS:
1. Is this the same DA that stated in a recent public Council meeting, “if it ain’t in the charter, we ain’t doing it”?
2. Is this the same DA that stated, “if it is brought to my attention, I will not put my head in the sand”?
3. Did the DA state that there were serious consequences for violating the charter?
4. What Happened, as an officer of the court, why is the DA waiting for council direction?
5. Is the DA waiting to receive directions from some of the same people who may be involved in an alleged conspiracy to defraud the Federal Government?
6. Could this be an attempted cover up of an alleged cover up?
According to the above mentioned article, In his letter, Morvant references photos taken of the area he said show that as of 2 P.M. Sept. 25, the devices had not yet been put into position.
QUESTIONS:
7. Is there any evidence showing that the amount of tubes FEMA is being invoiced for, were actually placed and inflated? 
8. If the total amount invoiced were never placed, inflated or remained, would the actions constitute FEMA Fraud?
9. If there was an attempt to cover up (hide from public and governing authority) would the buck stop with the Parish President or would her alleged co-conspirators be equally responsible in the eyes of the law?
According to the above mentioned article, Picciola said he was called out to the levee by the parish public works director (not the North Lafourche Levee District authority) the Sept. 24, the day the storm came ashore and observed a precarious situation . Left alone, he said, “it was imminent that they could have had a (levee) failure very easily… if they hadn’t sandbagged, I really thought they would have lost that levee” because of the scouring he said could have occurred if the water had been allowed to rush through.
QUESTIONS:
10. Was the danger of flooding over with, prior to the arrival of the engineer on the 24th? 
11. Does the engineer ever mention a need for inflatable tubes?
12. The engineer said that he witnessed the sand bags in place at some point on the levee between Lockport and Larose, but did he mention where the inflatable tubes were placed?  Can the engineer verify that all of the tubes that are being invoiced for were used and were necessary?  The tubes were allegedly placed to prevent over-topping of the levees, can this engineer produce scientific data proving that the water reached an elevation that would top the levee in the location of the alleged tube placement?

In my opinion, Charlotte Randolph, Brent Callais and Phillip Gouaux are publicity hounds.  Do you believe for one minute, that if all of those tubes would have been inflated in place and actually protecting homes, businesses and schools, there wouldn’t have been a large colored photo on the front page of the Daily Comet and the Gazette?  Why no publicity?  Why the secret?  Will there ever be a criminal investigation of everyone involved?   Do you believe that the DA may choose to stay out of the investigation and turn the matter over to the federal authorities?
