Why aren’t the Feds Investigating?

FACTS:

The following was reported in a forum in the Daily Comet:

U. S. District Court, Eastern district of Louisiana civil action # 07-6987, C.L.A.W., Gordon Rice, Brad Blanchard Vs Craig Webre, Bud Dill, and Donald Harang .  500 Poydras Street, New Orleans, Louisiana.
The civil action is alleging serious federal law violations by the named defendants.  My question is, why does private citizens have to take civil action instead of federal authorities?

OPINIONS:

In my opinion, Weber and members of his dynasty will do just about anything to get re-elected.  The allegations mentioned in the civil action do not surprise me.  It is getting to the point where the lack of federal authorities involvement no longer surprise me.
It is alleged that Craig Webre came up with a illegal scam to have Brent Callais elected to the district 8 council seat.  It is alleged that Webre furnished Callais with a bullet proof vest and sheriff deputies as body guards during the 2003 political campaign.  It went as far as having Callais walking the sidelines of a high school football game with his vest and body guards.  The voters bought into the lies and they were successful.
It is alleged that Lafourche Parish Cam Morvant and Judge Laniere were successful in putting a halt to local government in early 2004 for the purpose of allegedly preventing future litigation against their campaign contributors.  The voters bought into their scheme and they were successful.
These schemes and scams were reported to the Feds.  Why didn’t the Feds react to these alleged criminal acts?  Can it be that politicians like Webre, Morvant, Randolph, Laniere and a few others are small fish not worth federal efforts?  Could it be that the Feds are saying that the voters of Louisiana and especially the voters of Lafourche deserve the alleged corrupted officials that they are fooled into voting for?

It was said by a person unknown to me that the definition of a crazy person is a person who keeps on doing the same thing over and over but expect different results.  Doesn’t it appear that Louisiana and especially Lafourche, keep electing candidates with no campaign platform and expect different results?  Am I saying that the voters of Louisiana and Lafourche are crazy?  NO!  It may just have that appearance to the rest of the country.
